Senior Management Officer

Mr. Farber is a licensed attorney in both New Jersey and Pennsylvania and an independent contracts management consultant representing clients nationwide. He is a recognized expert in the theoretical and practical application of the Federal Acquisition Regulation ["FAR"], the Defense Federal Acquisition Regulation Supplement ["DFARS"] and other procurement laws and regulations.

He has more than twenty-five years' experience as a senior contracts manager in all aspects of pre-award and post-award procurement and acquisition management, including service as a U.S. Department of Defense Senior Contracting Officer responsible for the negotiation, award and administration of two thousand service and supply contracts valued in the hundreds of millions of dollars. He also has significant previous experience as a Supervisory Industrial Specialist, Contracting Officer and Budget Officer for the U.S. Small Business Administration's Mid-Atlantic Office of Government Contracting, serving clients throughout PA, MD, DE, VA, WV and the District of Columbia.

His extensive background includes bid and proposal preparation, contract negotiations, vendor qualification/analysis/selection, contract preparation and award, contract administration and management, claims, disputes, settlements, modifications and terminations for a very broad range of major supply and service acquisitions issued by federal military and civilian agencies and commercial [private-sector] clients.

He has ten years' direct service as a federal contracts supervisor, team leader and manager responsible for directing acquisition staff activities - and formulating and implementing contract policy, procedures and systems for both civilian AND military government agencies and for both pre-award AND post-award functions.

Mr. Farber has been recognized for his superior oral and written communications skills as a contracts instructor, lecturer and author and has been published in the National Contract Management Association (NCMA) Journal.

He holds a Bachelor of Science [B.S.] degree in Business Administration and a Juris Doctorate [J.D.] in Law, with additional coursework completed in Public Administration at the Masters level.

He is licensed as a private pilot by the Federal Aviation Administration and as a Technician Class Amateur Radio Operator by the Federal Communications Commission. He is a former producer and show host on Philadelphia radio station WRTI-FM.
